Network Distribution Chief Engineer

OPB seeks a Network Distribution Chief Engineer. This is a full-time, regular status, exempt position with benefits.
 
Primary Duties/Responsibilities:
The Network Distribution Chief Engineer manages OPB's statewide network distribution system, including fiber optic interconnection, microwave distribution and broadband. This position oversees the network distribution budget, assists with monitoring, installation, maintenance and repair of TV/Radio transmission systems, and supplements the work of the Chief Engineer of the Portland region, providing on call relief.
 
Working Conditions:
This position is based in OPB's main offices in Portland, may work varying shifts, including evenings, weekends and holidays, and may be required to be on-call to respond to technical and production emergencies.

Although this position is based in Portland, there may be regular travel to remote facilities, such as translator and microwave sites, primarily in the Portland region which spans from Astoria to Arlington, but also may include overnight travel in other parts of our coverage area. Travel and work at remote sites requires the operation of 4-wheel drive vehicles and may include a track snow vehicle. The work may require arduous physical activity, including walking/hiking extended distances for lengthy periods of time, climbing towers, and working in inclement weather. The work requires the use of hand tools, electronic test equipment, and power tools, including chainsaws; and may involve working alone. The position also requires the ability to lift equipment weighing up to 50 lbs. Potential exposure to high voltages and radio frequency radiation is possible at most sites.

  Candidate will participate in the maintenance of all broadcast systems with a focus on IT and automation for six radio stations in addition to assisting the Chief Engineer as necessary. This position is service oriented and interacts extensively with other departments and staff.

Job Requirements:

* Familiarity with radio broadcast and news operations including maintenance of broadcast automation and studio equipment, high power RF equipment and strong computer/IT skills. The primary focus of this position will be on broadcast automation and IT.
* Requires a working understanding of computer hardware/software and networks, basic electronics, logic and switching circuits, broadcast wiring practices, RF systems, and electronic troubleshooting practices. Also requires understanding of FCC rules governing AM and FM broadcasting operations.
* Requires excellent written and oral communication and organizational skills, in addition to ability to interact positively with staff.
* Must be able to work both independently and as a team member.
* Occasional early morning, night and weekend work is expected as well as 24/7 on-call rotation (weekly rotation). Must be able to climb ladders, work in small spaces and lift 50 lbs.

Responsibilities:

* Installation, diagnosis and maintenance of critical on-air video, audio, RF, baseband, signal processing, transport and transmission equipment.
* Ensure consistent, high quality analog and digital television signal transports and satellite transmissions.
* Troubleshoot a variety of television broadcast, transport, and transmission equipment.
* Install cabling and new equipment.
* Perform routine maintenance.
* Training and development of new employees.
* Assist in project research, design, planning, implementation, procedure documentation and training.
* Develop a base knowledge of site facility systems and assist with emergency building system repairs as needed.

Qualifications

* Associates degree, certificate or equivalent specialized training in electronics and/or related systems is preferred.
* 3-5 years technical maintenance experience with electronics, communication, television broadcast, high power amplifiers (Klystrons/TWT's), antenna tracking systems, up/downlink signal processors, transport and transmission systems such as analog/digital receivers, digital video compression systems (MPEG2/MPEG4), network adapters, video/audio routers, DA's, patch panels, converters, switchers, multiplexers, modulators, demodulators, television network and control automation required.
* Experience must include a strong background in troubleshooting, analyzing relationships between components within television systems and it transport systems, conducting routine maintenance and utilizing transport and spectrum analyzers, waveform/vector scopes, and other test equipment required.
* Experience installing cabling and new equipment, interpreting wiring diagrams/schematics and working with engineers to test and integrate new systems required.
* Must possess a good background with LAN, WAN, and computer technologies including the ability to learn various computer applications and internal programs critical to television broadcast processing and transport required.
* Must have the ability to work in a dynamic, fast paced team focused environment with changing priorities.
* The uplink facility is a 24x7 facility and requires the ability to work various shifts, including weekends, holidays and overtime.
* All candidates must be willing to carry a company provided on-call phone and must reside less than 45 minutes from the main uplink facility.
* All candidates must be able to climb 30ft. and have the dexterity to work in confined spaces down to 16 cubic ft.
* All candidates must be able to lift 100 pounds.
* All candidates must possess a valid driver's license with verifiable clean drug record.
* Minimal travel via commercial airline required on occasion. (<25% travel)

Job Description:  Responsible for overall operation of the Regional Broadcast Center Earth Station Operations. Provides direction, organization, planning, hiring, coordinating and implementation/integration of the ESO department. Manages all engineering functions and disciplines of the department. Manages the evaluation of a variety of factors (e.g., reporting formats, cost limitations, security restrictions, personnel performance, budgets, etc.) to determine needs against current organizational goals. Coordinates, approves, changes or modifies team direction based on current company goals and objectives. Provides and models leadership with staff to achieve long-term stability. Develop potential leaders for future growth and expansion. Will be on-call and have other duties as assigned.

Duties and Responsibilities:

Primary Responsibilities:

* Works closely with staff and department managers to coordinate tasks/projects and measures current progress against internal and external goals. Makes necessary changes to meet/exceed goals on or before deadlines.
* Evaluate operations and make adjustments where necessary to support continuous process improvements.
* Provide regular communications to senior management on site status, operational challenges, risk and support needed to meet goals.
* Provide technical support and leadership ensuring all operations are running at or above expectations.
* Evaluates costs and provides best solutions while minimizing expenses, prepares budgets and other financial data as needed.
* Monitors site budgets, processes material requests on a needs-basis, ensures best price is obtained and submitted with proper documentation and coding.
* Performs regular 1-1 meetings with staff, conducts periodic feedback sessions with staff on site and individual performance.
* Ensures proper development of staff to meet future demands of the business.
* Supports internal and external customer needs, interacts with other site personnel and managers to meet common objectives.
* Conducts candidate interviews, performance appraisals, training and development, promotions, salary reviews, disciplinary actions, terminations, etc.
* Ensures site operates in compliance with all company policies as well as local, state and federal safety, health and environmental standards.

Additional Responsibilities:

* Able to manage multiple tasks at once and adjust priorities frequently.
* Ensure site documentation is maintained on a regular basis
* Works closely with peers sharing knowledge, practices and methods to provide continuous improvements.

Education/Experience/Certification Requirements:

* Masters Degree (M.A.) in a related field with at least two years of direct experience; or B.S. or B.A. degree with 8 or more years related experience and/or training; or equivalent combination of education and experience.
* Must have a minimum of 8 years of management experience in a technical environment.
* Must have advanced knowledge is the areas of satellite communications, RF systems, power amplifiers, large antenna systems, tracking systems, M&C systems, fiber optics, associated test & measurement equipment as well as maintenance of said systems.
* The successful candidate will have the demonstrated ability to work with a variety of engineering disciplines, strong communication skills and in-depth experience with the operation of real time systems in support of a continually growing technical environment.
* Results oriented focus and the demonstrated success of project/resource planning and leadership including budget and personnel development are core requirements for this position.

Knowledge and Skill Requirements:

* Fluent in Microsoft OS/Windows including: Word, Excel, Outlook, PowerPoint, Visio, and Project.
Detailed understanding of uplink/downlink configurations including: antenna systems, link budgets, TWT & KPA operating specifications, waveguide combiner/matrix systems, RF power calculations, C/N, Eb/No, modulation schemes and IFL/waveguide characteristics.
* Detailed understanding of associated test equipment including: spectrum analyzers, RF generators, sweep generators, oscilloscopes, modulators, BUCs, BDCs, LNAs, DVM/DMMs
* Ability to read, interpret and produce schematics, block diagrams and signal flow diagrams in Visio and AutoCAD.
* Ability to define an issue; gather supporting data, establish facts, and draw valid conclusions to provide realistic recommendations.
* Ability to interpret and produce an extensive variety of technical documentation, procedures, and drawings.
* Ability to compose detailed written reports and proposals as well as conduct presentations to multiple levels of management.
