JAMES BOYD'S HOUSE SUFFERS FIRE

At 4:23 AM on Sunday July 16th, Portland Contract Engineer James Boyd and his wife were awakened by their across-the-street-neighbor who was ringing their doorbell to tell them that their house was on fire! Party guests of the kids next door apparently tossed still-burning cigarette butts into bark dust next to their fence. Eventually the bark dust caught fire, which spread to the fence, the Boyd's wooden shed, and then their house.

James and Ofelia are fine and living in a rented house, as is their cat, aptly named Smokey, but a lot of their stuff was damaged by smoke, and they won't be able to move back into their house for months. James' word to the wise: have enough "co-insurance" (percentage you have to pay after the deductible).

LIFE WITH HD RADIO

Holding at 12 FM HD signals (eight with HD2) and one AM HD signal on the air in the Portland market.

Radiosophy is promising to start delivering their $269 MultiStream HD tabletop receiver this month, only a year overdue.

 

FORMER TRANSMITTER BUILDING, NOW SWANK HOUSE, STILL FOR RENT

The Kaye-Smith House (former KXL transmitter building) is up for rent. For those who didn't take a tour during the 2004 engineering BBQ, this is a 1,750 sq. ft. house at the south end of Council Crest Drive in the Healy Heights area of Portland.  It was built in 1947 as the transmitter building for KPRA (later KWJJ-FM), Portland's third FM station.  Later it served as studio and transmitter building for one of the incarnations of Channel 27.  It was used as the 95.5 KXL-FM (now KXJM) transmitter building until KXL AM & FM was sold to Paul Allen's Rose City Radio in 1998.

I completely remodeled the building in 2004 - all interiors and infrastructure are brand new.  The facade is art moderne in pink stucco. It has two spacious bedrooms (250 sq. ft., each) upstairs with spectacular views of Mt. Hood and Mt. Adams, the Willamette and Columbia Rivers and east Portland.  The bedrooms are carpeted.  One bedroom has a private enclosed garden through french doors and the other has a private deck.  One bedroom has a spacious walk-in closet, the other has a large closet with mirrored sliding doors.  Each bedroom has sufficient space for either a seating area or an office/study area. One bath with shower and tub, art deco fixtures and tile job.

The kitchen includes refrigerator with ice maker, gas range, dishwasher and disposal (all new in 2004) with generous dye stained maple cupboards with glass panel inserts.

The living room includes a large picture window overlooking Portland and adjacent fir forest, gas fireplace and air conditioner.  Living room, kitchen and entry have maple Pergo flooring.

Downstairs is a 300 sq ft carpeted family room/TV room/home office with view and wired for 9.1 surround sound; a laundry room which includes washer, gas dryer (both new in 2004) and laundry tray; and 300 sq ft of clean dry unfinished basement (9' ceilings) with outside door, suitable for a shop.

There is a 33 foot triangular deck with view of Mt. Hood, built on the foundation (and base insulators) of the old KXL self-supporting tower and tucked into the forest. The house and deck are completely wired for telephone, sound, TV and data.  There is a burglar and fire alarm. New landscaping is being installed this month.

The house is in the Lincoln High School service area and Healy Heights is the safest neighborhood in Portland according to Portland Police crime statistics. Rent is $1,800/month.  Less if you are willing to mow the lawn and weed whack next door.   Available mid July.

WOODBURN'S 96.3 LPFM

Pineros y Campesinos Unidos del Noroeste (PCUN) "negotiated a long-term lease with the City of Woodburn for PCUN to place the KPCN-LP broadcast antenna on top of the municipal water tower (about 140 feet), maximizing the station’s broadcast area, and attracted strong support from activists at KBOO, listener-supported radio in Portland.

Ever seen a radio station assembled in a weekend? Come to Woodburn and not only see it, but do it and celebrate it! For the past four years, Philadelphia-based Prometheus Radio Project (PRP) has criss-crossed the country and the world dedicated to the notion that "it takes a community to raise a radio station". The "Barnraising" is a combination conference and intensive work party. Participants can attend workshops on topics ranging from basic engineering and programming to media democracy. Work crews will hook up and test equipment, complete remodeling tasks, while other volunteers handle an array of conference tasks and prepare for a community celebration on the last day. The celebration on August 20th will include the first broadcast on KPCN-LP!"

Goals: Ongoing technical education is a very important goal for the Society. The changing technologies from IBOC to HDTV and beyond challenge all broadcast engineers. As the broadcasting business keeps evolving, we need to be vigilant in promoting the value of Society membership to the newer members of the engineering community, as well as giving the older members reasons to keep renewing their memberships. We should work on a mentoring program to develop continuity in our industry.

 

Position: The Society should continue to be a central point for continuing education for the broadcast engineer. The broadcast engineer needs to be able to get training, either in book form, on-line or at local meetings, on the changing technologies that affect our business. The Society needs to continue being a leader in the development of educated engineering personnel. Expansion of the Ennes Workshops program would be a worthwhile project.

 

Who am I? I have worked in the broadcast industry (AM, FM and TV) for the last 40+ years, from starting out at Brooklyn Technical High School with WNYE-FM and then in commercial radio as a transmitter operator to studio engineer, up the ladder to assistant chief to chief engineer and director of engineering at several of the major broadcasting facilities including Sonderling Broadcasting, Bonneville, RKO General, Sony, Viacom, Chancellor Media, AMFM and Clear Channel Communications. I am responsible for the design of many transmitter plants at both the former World Trade Center, the Empire State Building and at 4 Times Square, as well as studio/station design. I have served on the SBE Board of Directors from 1974-78 and as NYC Chapter 15 Chairman from 1974-78. I was elected Fellow in 1977 and have been an SBE member (now Senior Member) since 1971. I have also served on the original Certification Committee and I am Life Certified (Certification #10) as a CPBE, and an FCC First Class License holder. I have spoken at many SBE meetings over the years, as well as NAB, AES and SMPTE, and conducted tours of various facilities in the NYC area. I have also served as Chairman of the Master FM Broadcasters Committee at the Empire State Building in two terms for over 12 years between 1980 and 2002. From 2002-2005 I had been the Manager of Communications and Broadcast Operations for The Durst Organization, owners and operators of the Master TV and FM site at 4 Times Square in New York City.

For the last year, I have been Assistant Vice President and Director of Broadcast Communications. My responsibilities include managing the site, which presently consists of six (6) TV, 10 FM stations and a good number of two-way and other microwave operations. I am also the RF Safety Officer for the corporation and my duties include all properties in the 10 million square foot portfolio for any aspects of communications. As an employee of (then Chancellor Media) Clear Channel Communications, I designed the backup facility for the five (5) Clear Channel FM stations at 4 Times Square and pioneered the development of the site as a premier backup facility. Over the last two years I have worked on an in-building communications system for first responders and we recently (May 31st) held a press conference with FDNY to show the operational system. KOAB BEND PROGRESS!

If you’ve been following OPB’s progress in the effort to get the KOAB-DT digital station on the air, I’m happy to report that there has been some significant progress. The day after the new channel 11 antenna arrived and was unloaded, it slipped off of the blocks supporting it and damaged some of the elements. The damage was mechanical and they could be straightened satisfactorily. The power dividers and feeder cables were undamaged. BUT, what else could go wrong? The big crane was repaired on schedule, and the old KOAB Channel 3 antenna was removed from the tower. This was a point of no return. The new stacked antennas came in three pieces: two sections for the new channel 3 Superturnstile, and the complete channel 11 DTV Superturnstile. With the guidance of the tower rigging crew, the tall crane made easy work of replacing the antenna mounting plates and lifting the new antenna sections into place on the tower. Once the transmission lines were connected, sweep testing of the antennas began. The channel 3 antenna swept out real nice, and by the time you read this, should be on the air in regular operation. There are some issues with the transmission line for the DTV channel 11 antenna and the VSWR is not as good as we would like. It is probably usable until more testing can be done.

So, while we are not fully completed yet, it sure feels good to have the new structure up and at least partially in operation after all the trials and tribulations of this 3-plus year process.

Under 1 GHz Coordinator Mike Steiner KD6LVP is currently building an "informational database" of wireless mic's frequencies used in Oregon. This is to cut back on interference. It DOES NOT give exclusive rights to any frequencies. Churchillmedia is in the process of building a new radio group and needs a hands-on engineer. The successful candidate will be a team player with ability to interact with management and staff at all levels in the local and corporate environment. This is a position that requires a wide range of knowledge and desire to learn new skills. Background as a maintenance engineer in a television news environment is required. You will learn our Grass Valley Ignite news production system using VizRT graphics and server-based editing and playback, maintain and operate an SNG van and fleet of news vehicles, and maintain news gathering gear. You will oversee a WSI weather system using station-owned radar, ENPS newsroom computers, and assist in planning remote broadcasts. Knowledge of carpentry, wiring, and studio lighting a plus. You will work closely with the news director and station manager on all projects. This is a chance to work as part of a tight-knit team and forge your own path in a new, state of the art facility. OREGON EAS MONITORING REQUIREMENTS

    All the broadcast stations in Oregon, and the Washington stations that are part of Oregon EAS Operational Areas, are listed at http://www.sbe124.org/or_eas/Oregon_EAS_Monitoring_Assignments.html. We note which stations are ready for the "CAE" Child Abduction Emergency or Amber Alerts.

    The Oregon State Relay (Oregon Public Broadcasting) is now ready for the EAS CAE event code, so we won't be seeing any "CEM" (Civil Emergency Message) alerts for Amber Alerts again.

 

RESUME SERVICE GOES ON-LINE

    The SBE Resume Service is now online at http://www.sbe.org/sbe_resume_service.htm ! With increased visibility and ease of use, the Resume Service is the perfect companion to JobsOnline for SBE members searching for new positions and for employers searching for the right candidates.

    At no cost, SBE members complete a questionnaire and send the national office copies of their resumes. This information is used to compile an anonymous profile that is posted (not the resume) on the SBE website for employers to browse. Employers interested in one or more profiles will contact the national office and pay a small fee to access the actual resumes.

    There are three Oregon e-mail lists you may be interested in: SBE-PDX, which distributes the unabridged e-mail version of this newsletter plus other news and announcements; EAS-OR, for announcements, news, and help on EAS-related topics; and OR-ENG for everything else that interests broadcast engineers, including frequency coordination.

CERTIFICATION

    The Society of Broadcast Engineers offers a program of certification for broadcast engineers ranging from the entry-level Broadcast Technologist to the 20-plus-years-of-experience-needed Professional Broadcast Engineer. The program includes certification for Audio and Video Engineers, and Broadcast Network Technologist which does not include any RF related questions.

    SBE Certification provides recognition of your experience and knowledge in the field of broadcast engineering. It also shows others that you have made a serious commitment to stay current with new technology, regulations, and practices. Application and test dates are listed below in the calendar section of this newsletter.

      The Society of Broadcast Engineers, formed in 1963, is a non-profit organization serving the interests of Broadcast Engineers. We are the only society devoted to the advancement of all levels of Broadcast engineering.

      Membership, international in scope, consists of studio and transmitter operators and technicians, supervisors, announcer-technicians, chief engineers of commercial and educational stations , engineering vice presidents, consultants, field and sales engineers. Also, broadcast engineers from recording studios, schools, CCTV and CATV, production houses, corporate audio-visual departments, and other facilities.

COMMUNICATION WITH YOUR PEERS

Each member receives "The SBE SIGNAL", a quarterly publication providing news about SBE members and activities, technical issues and FCC filings of the Society.

Most SBE Members live near one of the more than 100 SBE Chapters located throughout the United States and abroad. Attending regular Chapter meetings keeps you up to date on the latest technology, while you establish a new network of friends within the local broadcast engineering community.
